God distinguishes between the 99 — believers who love Him but lack power and are not rooted — and the one, whose life is more valuable than the 99 combined.

There is a profound difference between a believer who loves God and a believer who functions as God's extension on earth. The parable of the lost sheep is not simply about evangelism — it is a revelation of divine priority. God will leave the 99 to pursue the one, not because the 99 are unloved, but because the one carries something the 99 do not: the scent of the Shepherd, the roots of the Kingdom, and the power to govern from two dimensions simultaneously.

The Value of the One Before God

  • The one is not equivalent to 99 souls — the one is more than 99 souls combined.
  • Because of the one, God can acquire far more than the 99 — nations and generations are impacted through a single rooted life.
  • The one is the extension of God on earth to save many; without the one, God cannot get His will accomplished on earth.

The Shepherd's Scent: What Rootedness Produces

  • The shepherd places the one on his neck so that his sweat soaks into the sheep's wool — when the sheep is released, wolves flee because the sheep smells like the shepherd.
  • The 99 must stay close to the shepherd because they do not carry his scent; the one carries it and is protected even among wolves.
  • A tree cannot develop roots if it is constantly moving — the Kingdom of God is not measured by the size of the tree but by the depth of its roots.

Power Comes from Functioning in Heaven, Not from the Prophetic Gift

  • What determines power on earth is not the prophetic gift — it is functioning from the heavenly realm.
  • He that is operating from heaven has power over principalities and powers; anyone seated with Christ in heavenly places is far above them.
  • A person that cannot fight from the heavens cannot bind anything on earth.

Governing from Two Dimensions

  • Jesus governed from two dimensions simultaneously — no one has ascended to heaven except the Son of Man who is in heaven, while standing on earth.
  • The disciples understood this, which is why they asked who is greatest in the Kingdom of Heaven — they recognized Jesus was functioning on earth from heaven.
  • Whoever is seated with Christ in heavenly places is positioned above every principality, power, and ruler of darkness that governs nations, neighborhoods, and places.

Receiving the One Is Receiving Christ

  • Matthew 18:5 declares that whoever receives one such little child in the name of Jesus receives Christ Himself.
  • The presence of the one is the presence of the Lord — this is why who you are with can either bring blessing or bring trouble.
  • The one is not the 99 — receiving the one is categorically different from receiving any other believer.

The Sign of the One: Loyalty and Rootedness

  • The sign of the one is loyalty to God and loyalty to their shepherd — these are inseparable marks.
  • God assigns a shepherd to the one before the one is publicly manifested; the one seeks out their shepherd by revelation, not by reputation or prophetic declaration.
  • You cannot develop into the one under multiple shepherds — you carry the scent of whoever you are rooted under, and that scent must come from the shepherd God assigned to you.

You Cannot Share What You Do Not Carry

  • A person cannot give you what they do not have — sharing and declaring are two entirely different acts.
  • Praying that God would prosper someone is valid; declaring "you will be rich" is only possible if wealth is already carried in the spirit of the one speaking.
  • The one is rooted under their shepherd precisely so that what is deposited in the shepherd can be transferred and eventually shared with others.

Grace, Humility, and the Measure of Greatness

  • The level of greatness in this world is measured by grace — not by anointing, not by prayer, not by favor.
  • Favor concerns a particular thing; grace is God deciding that everything will work — and grace is only given to the humble.
  • The first character of Christ encountered in His presence is sweetness and humility — this revelation is what shifts the level of grace operating in a life.

Key Definitions

The One — A believer who is rooted under a God-assigned shepherd, carries the scent of that shepherd, operates from heavenly dimensions, and functions as God's extension on earth to save nations and generations.

The 99 — Believers who love God and are going to heaven but are not rooted, do not carry the shepherd's scent, and are not functioning from the Kingdom of Heaven while on earth.

Rooted — Fixed in one place, under one shepherd, long enough to absorb what God has deposited in that shepherd — as opposed to moving from church to church or spiritual covering to covering without establishing deep roots.

Grace — God deciding that everything will work; distinct from favor in that grace is comprehensive, governs greatness at a national level, and is only given to the humble.

Favor — God assigning a person or circumstance to open a specific door for a particular need — limited in scope and distinct from the comprehensive covering of grace.

The Kingdom of Heaven — A specific heavenly dimension where God's throne operates, accessed by those who are rooted and functioning from above; distinct from the Kingdom of God as a general sovereign rule, and distinct from heaven as a future destination.

  2. Are you functioning as the 99 — loving God, believing, and praying — but not yet governing from heavenly dimensions? What step would you need to take to move from praying for miracles to operating in them?
  3. The one carries the scent of their shepherd because of sustained, close proximity. Whose scent are you carrying right now — and is that the person God assigned to you?
  4. If grace is only given to the humble, where is pride, self-promotion, or independence still operating in your life — and how is it limiting what God can release through you?
  5. If receiving the one is receiving Christ, how seriously are you guarding your access to and honour for the one God has placed in your life?
