Teaching by Prophet Lovy L. Elias · Watch on YouTube · 12 June 2020

The ordinances of heaven are not rules to follow — they are the spiritual protocols that, when understood, shift you from being led by God to leading with God's full backing.

Every believer has been given authority, anointing, and the Holy Spirit — yet most remain stuck. The gap is not a lack of power. It is a lack of knowledge of the ordinances of heaven: the ways and principles by which heaven operates. When you understand even one core ordinance, everything else opens up. This is the teaching of Job 38, and it begins with the most misunderstood dimension of Christian life — holiness.

Teaching Overview

  1. The ordinances of heaven are the spiritual protocols that govern how God's kingdom functions — understanding them enables you to bring heaven's dominion to earth.
  2. There is a higher dimension where you are no longer being led by heaven but are leading, with heaven backing you up.
  3. The devil's greatest weapon is not might — it is deception, and he is only powerful because he knows what you do not know.
  4. The first and foundational ordinance of heaven is holiness — not a moral achievement, but a divine nature already within you through the Holy Spirit.
  5. Holiness and righteousness are not the same: righteousness gives you right standing before God, while holiness is the key that unlocks higher dimensions of divine authority.

The Ordinances of Heaven and Dominion on Earth

  • The ordinances of heaven are the ways and principles by which heaven operates — not external laws, but the spiritual protocols and systems that govern how God's kingdom functions.
  • God's question to Job — "Knowest thou the ordinances of heaven? Canst thou set the dominion thereof in the earth?" — reveals that dominion does not come through prayer alone, but through understanding and operating in heaven's ways.
  • There are things in the spirit that, when touched, create a domino effect — one understanding opens another, building into something far greater.

"The dominion of heaven does not come on earth because you prayed. It comes on earth because you understand the ordinances of the Spirit."

The Spiritual Substance of Every Interaction

  • Every interaction produces a spiritual effect — matter is substance, and substance is not limited to what is visible.
  • When tensions or emotions build in a room, people can sense it without being told — this is the ordinance of the spirit at work in the atmosphere.
  • The moral law of God is embedded in nature itself: no one needs to be taught that it is wrong to harm others — the inner knowing is already there.

"When somebody is asking, what is the matter? It means that you are radiating or you are releasing something in the atmosphere that people can feel."

From Being Led to Leading — Two Dimensions of the Spirit

  • There is a dimension where heaven leads you — directing your steps, telling you where to go and what to do.
  • There is a higher dimension where heaven backs you — in this dimension, you are the one leading and heaven is there to confirm and enforce your actions.
  • Jesus exemplifies this shift: He entered the wilderness being led by the Spirit, and came out in the power of the Holy Ghost — no longer being directed, but determining what would happen.

"There's a dimension where heaven is leading you. There is another dimension higher than that whereby heaven backs you."

"When he came out, he was the one leading the Holy Spirit. In the power of and being led are two different things."

Moses, Samuel, and the Authority That Compels Heaven

  • When Moses stood before the Red Sea and began to pray, God interrupted him — not with an answer, but with a command: stretch your hand and command the sea to part.
  • Moses parted the Red Sea, not God — God's role was to back up a man already operating in the ordinances of heaven.
  • Samuel operated at such a high dimension that no word of his ever fell to the ground — Samuel chose Saul, not God, which is why when God rejected Saul, He said to Samuel, "I have found My own man."

"Just act and I will back you up. When you move with the ordinances of heaven, you get to a dimension whereby God is simply backing you up."

"No word of Samuel ever fell to the ground. Samuel is the one who chose Saul. God did not choose Saul."

Command Rather Than Request

  • Jesus did not pray for bread to multiply — He gave thanks and spoke His intention, and the bread was multiplied.
  • Joshua did not ask God to stop the sun — he commanded it, and God hearkened to the voice of a man in a way He had never done before.
  • When you pray, you are pleading with God to do what you cannot do; when you operate in the ordinances of heaven, you act and God is compelled to back you up.

"When you pray to God, you are pleading with God to do what you cannot do. Then there is a dimension where you act and God is compelled to back you up."

Information vs. Anointing — What Actually Delays Growth

  • The problem delaying spiritual growth is not lack of anointing — it is lack of information about how to use what is already inside you.
  • The anointing is like a plane: it can be given to you entirely, but without the knowledge to operate it, it remains unused.
  • The Bible commands believers to grow in grace, not grow in anointing — because grace increases as you understand and believe what God has already accomplished.

"The problem delaying your spiritual growth is information, not anointing."

"You can never grow in grace unless you know the mind of God."

The Devil's Weapon Is Deception, Not Might

  • The devil is not powerful in the way most believers think — his power is entirely derived from knowing what you do not know.
  • He is called the anointed cherub and operates through deception, working to ensure you never see what you actually carry.
  • On the last day, Revelation records that people will look at him and say, "Is this the man that deceived the whole world?" — meaning his entire operation is fraud, not force.

"The biggest problem of Christians is not Satan. It's deception."

"The devil is a devil, not because he's powerful."

Everything in Creation Has the Ability to Hear

  • God's question to Job — "Can thou send lightnings, that they may go, and say unto thee, Here we are?" — reveals that everything in creation has the capacity to hear and respond to a word spoken in divine authority.
  • Jesus spoke to wind, water, and a fig tree; Joshua commanded the sun; Elijah commanded the clouds — these are not exceptions, they are demonstrations of how the ordinances of heaven function.
  • The Lord Jesus revealed that everything He created has ears to hear — bones, flesh, and blood each have their own capacity to receive His word, which is why He sent His word and healed them.

"Everything in creation that I created has ears to hear."

The First Ordinance of Heaven: Holiness

  • Holiness is not righteousness — most believers confuse the two, but they are entirely distinct in function and nature.
  • God's command "Be ye holy, for I am holy" is not a call to moral achievement — it is structured the same way as "Let there be light": a command releasing a reality into being, not a requirement to perform.
  • Holiness is a nature and a state of being, not something you do or work toward.

"Holiness is a nature. It is not something you do. It's a state. It's a being."

"The same way he's saying, 'Let there be light.' It's the same way saying, 'Be ye holy.' He's not saying become holy. He's saying be."

Holiness vs. Righteousness — Two Distinct Spiritual Realities

  • Righteousness is what gives you right standing before God — Jesus fulfilled the law so that you could be righteous, which means you are already accepted, already clean, already able to enter heaven.
  • Holiness is not about standing before God — it is a key that unlocks a higher dimension of authority and function.
  • The prophets God calls holy in Revelation 22:6 were not people who never sinned — they were people functioning in the dimension of holiness, which is why they could do what they did.

"What makes you stand right with God is not holiness. It is righteousness."

"Holiness is why they could do what they are doing. Because they are functioning in a dimension of holiness."

Your Inner Man Is Already Holy

  • When you are born again, the Holy Spirit joins itself with your spirit — and that which is born of the Spirit is spirit.
  • The Holy Spirit is the Father of Jesus; Jesus was holy by default because the One who birthed Him is holy. In the same way, the born-again believer is holy by the same Spirit.
  • The problem is not absence of holiness — it is that believers have measured their nature by what is external, not by what the Holy Spirit has deposited within their spirit.

"That which is born of the Spirit is spirit."

"If your inner man is born of the Holy Ghost, already your holy, but you don't know it because you still think you are your soul."

Key Definitions

Ordinances of Heaven — The ways and principles by which heaven operates; the spiritual protocols and systems that govern how God's kingdom functions, distinct from earthly or written law.

Holiness — A divine nature and state of being, not a moral achievement; the nature of God Himself that is imparted to the believer through the Holy Spirit at new birth.

Righteousness — Right standing before God, received through faith in Jesus Christ who fulfilled the law on your behalf; what qualifies you to stand before God, entirely independent of your own moral performance.

The Power of the Holy Ghost — The dimension in which a believer is no longer being directed by the Spirit but is operating in the Spirit's authority — leading, with heaven backing their actions.

Moral Law — The law of God embedded in human nature itself, requiring no external instruction; the inner knowing that distinguishes right from wrong in every person.

Deception — The devil's primary weapon and sole source of power; his ability to operate against believers depends entirely on what they do not know about themselves and the authority they carry.

Key Takeaways

  • Understanding the ordinances of heaven is what brings heaven's dominion to earth — Prayer alone does not shift dominion; it is the knowledge of how heaven's spiritual system operates that gives you the ability to extend it on earth.
  • There is a dimension higher than being led by God — where heaven backs you — The goal of spiritual maturity is not simply to follow God's direction, but to grow into the place where your words and actions are backed by heaven's full authority.
  • Your spiritual growth is delayed by lack of information, not lack of anointing — The anointing is already within you; what determines whether it functions is your understanding of the mind of God and how His spiritual systems work.
  • The devil's power is deception, not might — and he is defeated by knowledge — He has no authority over a believer who knows what they carry; his only strategy is to keep you ignorant of your own inheritance.
  • Holiness is a divine nature already within you through the Holy Spirit — You do not work to become holy; you accept and walk in the reality that the Holy Spirit, who is holy, has joined Himself to your spirit and made you holy by nature.

Reflection Questions

  1. Are you currently operating from the dimension of being led by heaven, or have you begun to move into the dimension where heaven backs you? What does your prayer life and decision-making reveal about which dimension you are actually in?
  2. Where in your life are you pleading with God for things He has already given you the authority to command? What would change if you shifted from petition to declaration in those areas?
  3. If the problem delaying your spiritual growth is information rather than anointing, what areas of God's Word and ways are you not yet investing in understanding? What is one step you can take this week to close that gap?
  4. Be honest: in which areas of your life is the enemy succeeding not through direct attack, but through keeping you ignorant of your identity and authority? What truth from this teaching directly confronts that deception?
  5. You have been told that holiness is something you achieve through moral effort. How does the revelation that holiness is a nature already within you through the Holy Spirit change the way you see yourself — and what you are capable of accessing in God?
